1.1 NATURE OF OPERATIONAL STRATEGY
The strategic nature of the Agency's activities is the Law on Procurement of Goods, Works and Services with State and Local Funds, the Law on Concessions and other relevant laws and regulations, the Concept of Sustainable Development of Mongolia-2030, the Government Action Plan, Provide highly qualified advice and support to the Deputy Prime Minister in implementing the three pillars of development policy, government priorities, economic and social development guidelines, goals and functions, and provide information and services to citizens and legal entities participating in state and local procurement. to pursue a transparent, open and transparent bidding policy.
1.2 PRIORITIES OF ACTIVITIES
Organize the procurement of goods, works and services with state and local funds through an electronic system nationwide
Organize and coordinate policy-making and implementation activities for public-private partnerships
To organize the procurement of goods, works and services under the general agreement in a unified manner at the national level, to monitor the implementation of the general agreement, to operate an e-shop for goods and products of national manufacturers
Cooperate with non-governmental organizations and professional associations on making public procurement expeditious and transparent, and support national producers, and develop proposals
Procurement of goods and products of domestic enterprises and national producers that produce domestically produced goods and products that meet quality standards, and organize patriotic procurement
1.3 MISSION
The mission of the Agency is to organize procurement in a transparent, competitive, efficient, cost-effective and accountable manner, to bring public procurement to international standards, to properly plan concession and public-private partnership policies, and to provide basic social services to the public.
1.4 OPERATING STRATEGIC OBJECTIVES
In order to achieve the above mission, the Agency will implement the following strategic objectives:
Procurement planning, organization and reporting based on the principles of transparency, equality and efficiency within the approved budget
Organize tenders to provide state-owned property to investors under concession agreements, and provide infrastructure and basic social services to the public
Implement a unified policy and plan to improve the capacity of technology and software in the procurement system
Improving the legal environment, providing legal advice and support, and developing monitoring, evaluation, and internal audit mechanisms
Provide leadership in administrative and human resource management
1.5 MAIN OBJECTIVES
Within the framework of each strategic objective of the Agency, the following main objectives of the Agency will be implemented:
IN THE FRAMEWORK OF ACTIVITY STRATEGY FIRST:
Develop and approve a list of projects and activities and plans for the current year to be procured with state and local funds
Promptly organize the selection of national and regional project contractors
Organize procurement with international investment
Organize, evaluate and report on procurement in a transparent, efficient, competitive, efficient, cost-effective and accountable manner within the framework of the law
Provide professional and methodological advice, support and guidance to procurers and bidders
Introduce international best practices and practices in procurement and report results openly and transparently
IN THE FRAMEWORK OF THE SECOND ACTION STRATEGY:
Develop and approve a list of state-owned concession items, make the list public, and conduct research on concession items
Conclude agreements with the concessionaire and other persons related to the development, approval, announcement, organization and evaluation of the tender documents, granting concessions, resolving concession agreements and financing issues
Provide professional and methodological advice and assistance to the private sector, public and local organizations on public-private partnerships and concessions

Responsible for the use of information technology in procurement, ensuring the normal operation of software, developing and improving e-procurement
Create and enrich public government data related to procurement
Increase the quality and accessibility of the integrated procurement database and ensure the participation of the public, professional associations and non-governmental organizations
Conclude general contracts for constantly needed goods, works and services, organize their implementation, create and enrich a database, and annually review market and supply and demand surveys.
Provide professional and methodological advice and capacity building training to customers and bidders on electronic procurement systems
Organize procurement training in electronic and classroom form and examination in electronic form
IN THE FRAMEWORK OF ACTION STRATEGY FOUR:
Monitor the implementation of legislation, summarize the implementation and submit proposals to the state central administrative body in charge of budget matters
Provide legal, professional and methodological support to participants, improve legal knowledge and capacity building
Improve monitoring, inspection and internal audit mechanisms, and monitor and evaluate procurement activities
IN THE FRAMEWORK OF THE FIFTH ACTION STRATEGY:
Ensure administrative leadership by organizing the implementation of legislation, planning and organizing the activities of the agency
Provide organizational, professional and methodological support to the head of the agency
Provide leadership in human resource management
Organize the delivery of goods and products produced by national producers separately from imported goods to the general budget governors and state-owned enterprises.
